Legal Framework of the OPE School

DEANERY

According to the Law «New Horizons in Higher Education Institutions: Strengthening the quality, functionality and connection of HEIs with society and other institutions.» (4957/2022 – Government Gazette A' 141 – 21/07/2022) the Deanship consists of: a) the Dean of the School, b) the Presidents of the School's Departments, c) one (1) representative from each category of members of Special Educational Staff (EEP), Laboratory Teaching Staff (EDIP) and Special Technical Laboratory Staff (ETEP), provided that members of these categories of staff serve in the School's Departments, and d) the representatives of the students of the School's Departments at a rate of ten percent (10%) of the members of the Deanship of the abovementioned a) and b), who are elected among the student representatives in the Department Assemblies with a minimum representation of one (1) student per cycle of studies, since the School's Departments organize study programs for all three cycles.

RESPONSIBILITIES

The Deanery has the following responsibilities::

a) exercises general supervision of the operation of the School and its Departments,

b) outlines the general educational and research policy of the School, as well as its development path

and annually approves the development plan of article 27, in accordance with the strategic plan of the Supreme

Educational Institution (A.E.I.), as well as the National Issue A' 141/21.07.2022 Strategy for Higher Education and the National Strategy for Research, Technological Development and Innovation,

c) takes measures to enhance the extroversion of the School's actions,

d) approves, following a recommendation from the Department Assemblies, the annual recruitment planning

members of the Teaching and Research Staff (T.E.P.), E.E.P., E.D.I.P. and E.T.E.P. of the School's Departments,

e) ranks the academic subjects of the faculty members in descending order of priority, according to the

needs of the Departments, provided that these have not been classified by the Department Assembly,

f) rejects justified requests for the recruitment of members of the Faculty of Education, the Faculty of Education, the Faculty of Education and the Faculty of Education, who have

be included in the annual recruitment planning, if there are members of the Faculty of Education, the Faculty of Education, the Faculty of Education and the Faculty of Education

E.T.E.P. of other Departments of the same or another School, which may cover the educational, research,

laboratory and other needs of a Department to achieve economies of scale within the same School

and the A.E.I.,

g) recommends to the Senate the needs of the Departments for the selection of tenured teachers, if applicable

their selection is charged to the regular budget, upon proposal of the Department Assemblies,

h) recommends to the Rector the needs for administrative personnel regarding the staffing of the services

of the School, its Departments and its individual academic units,

i) recommends to the Board of Directors of the AEI the needs for the smooth conduct of the educational process,

research and other scientific work of the School and its Departments, in order to cover

from the subsidy of the regular budget of the AEI, and if this is not sufficient, from the annual allocation of own resources of the Special Research Funds Account (SRA),

j) approves the register of subjects of each Department of the School and may refer it to the

Department Assembly, if it finds that one or more subjects present an extremely narrow and limited scientific scope, aiming at individual cases,

k) approves the Register of internal and external electors, in accordance with the approved register of subjects,

l) proposes to the Board of Directors of the University the representative of the School on the Research Committee,

m) recommends to the Senate the School's representative at the Center for Training and Lifelong Learning,

n) seeks all kinds of funding, donations, financial aid and sponsorships to support

the educational, research and general activities of the School and its Departments, as well as for the upgrading of their infrastructure,

o) recommends to the Rector of the University the execution of projects and studies for the upgrading of infrastructure

and the equipment of the School and its Departments, in accordance with the strategic plan of the AEI and the national strategy for higher education,

p) coordinates the conduct of joint courses of Departments of the School with other Departments of the same or another

Faculty of the A.E.I.,

q) recommends the inclusion of courses and educational activities in the curricula

of the School's Departments in the institutional catalog,

r) determines the additional special conditions for the possibility of attending courses and

educational activities of the study programs of the School's Departments, by students of other study programs of the same or another School, provided that their attendance requires specialized

knowledge, such as laboratories and clinical exercises,

s) approves the School's development plan and expresses an opinion on the strategic plan, in part

concerning the School,

t) collaborates with the Departments, in order to develop synergies between them for the promotion

teaching and research and strengthening the interdisciplinarity of curricula,

u) recommends to the Senate the establishment, merger, division or abolition of interdisciplinary university laboratories or a university clinic or a university museum of the School and

vb) exercises any other responsibility defined in the internal regulations of the operation of the AEI.

DEAN

Dean's appointment process

1. The Rector of the Higher Educational Institution (HEI) issues a call for expressions of interest for the submission of candidacies for the position of Dean at least four (4) months prior to

the end of the term of office of the serving Dean. The deadline for submitting applications for candidacy is set

at least thirty (30) days.

2. Members of the Teaching and Research Committee have the right to submit a candidacy for the position of Dean.

Staff (Faculty) at the level of Professor or Associate Professor of the relevant School, who are in

full-time employment status for a minimum period of one (1) year at the end of the

date of submission of candidacies. The term of office of the Dean is three years.

3. The following are not allowed to run for the position of Dean:

a) faculty members who leave the service due to reaching the maximum age limit by

the duration of the term of office of the position being advertised, b) faculty members who have held the position of

Dean for at least two (2) terms in a School of the same or another HEI.

4. The office of Dean is incompatible with the office of another single-person body, in particular the

Rector, Vice-Rector, Department Chair or Sector Director, as well as with the capacity of member of the Board of Directors. It is permissible to hold the position of Director of a Postgraduate Studies Program, a Foreign Language Studies Program, a University Laboratory, a University Clinic, a University Museum and a Research Institute. The capacity of Dean is incompatible with any professional activity outside the Institution, except for the exercise of teaching or research work for HEIs or research and technological bodies in Greece or abroad. The existence of an incompatibility is checked throughout the Dean's term of office and if such an incompatibility is found, the person in question is dismissed by decision of the Board of Directors (BOD).

5. Each candidate who wishes to express interest in the position of Dean submits an expression of interest before the Academic Council, which is accompanied by the candidate's proposal for the development of the educational, research and other activities of the School and its individual academic units in accordance with the strategic plan of the University, the National Strategy for Higher Education and the National Strategy for Research, Technological Development and Innovation.

6. By decision of the Dean of the School, issued within seven (7) days from the issuance of the

invitation of par. 1, a Committee is formed, consisting of one (1) representative of each Department of

Faculty, who is a faculty member at the rank of Professor, who is appointed by decision of the Department Assembly. The purpose of the Committee is:

a) the attraction of candidates for the position of Dean,

b) the evaluation of the academic, scientific and administrative qualifications of the candidates, as well as the

evaluation of candidates' proposals for the development of educational, research and other

activities of the School and its individual academic units,

 c) inviting candidates for consultation with members of the Faculty and

d) the selection of three (3) candidates as the most suitable from all candidates after their evaluation and the submission of a documented recommendation to the Board of Directors.

7. The S.D. evaluates the administrative, academic and research qualifications of the three (3) candidates, who

proposed by the Committee of par. 6, as well as the proposals submitted. After the completion of the evaluation, by decision of the S.D., which is taken by secret ballot and a majority of eight elevenths (8/11), the Dean is elected from among the three (3) candidates. If the required majority is not achieved, the procedure is repeated, in which case a majority of seven elevenths (7/11) is required. If even a majority of seven elevenths (7/11) is not achieved, the procedure is repeated, in which case an absolute majority of all members is required. If the required majority is still not achieved, the voting is repeated between the first two candidates in order of preference, in which case the candidate who will collect the largest number of votes is selected. The President of the S.D. issues a certificate by which the Dean of the School is appointed.

Arrangements for the position of Dean

1. The Deans are obliged to provide the Board of Directors (B.D.) with all necessary information.

or information regarding the exercise of the responsibilities assigned to them and to attend meetings of the Board of Directors without the right to vote, if requested by the Board of Directors.

2. By decision of the Board of Directors, taken by an increased majority of eight-elevenths (8/11), the Dean may be dismissed from his duties, provided that there is a serious reason, such as the existence of an incompatibility in his person, the commission of a disciplinary offense, the non-implementation of the legislation, the internal regulations of the Higher Educational Institution (HEI) and the decisions of the Board of Directors, the non-implementation of the HEI's strategic plan or the School's development plan.

3. If the Dean ceases to hold office, resigns or disappears for any reason during his term of office, the

The Rector of the University issues a call for applications for the position of Dean for the remainder of the term of office and the procedure of article 24 is followed. The call is issued no later than ten (10) days from the date of cessation, resignation or removal of the Dean. By decision of the Board of Directors, taken by an increased majority of seven elevenths (7/11), the performance of the duties of Dean is assigned to a member of the Teaching and Research Staff of the rank of Professor serving in a Department of the School, for the period until the completion of the procedure for the appointment of the Dean. The performance of the duties of Dean, in accordance with the previous paragraph, is not counted towards the maximum term of office of paragraph b) of par. 3 of article 24.

Dean's Responsibilities

The Dean has the following responsibilities:

a) heads the School and supervises its smooth operation,

b) participates in the Senate representing the School and proposes to the competent bodies of the Higher Educational Institution (HEI) issues related to the needs, organization and operation of the School,

c) convenes the Deanery and presides over its proceedings, draws up the agenda and sets

rapporteurs of the issues, members of the Deanery for the issues not proposed by him/herself,

d) ensures the implementation of the decisions of the Dean's Office and the other bodies of the AEI,

e) monitors and coordinates the implementation of the School's development plan,

f) monitors compliance with the legislation, the internal regulations of the AEI and the

decisions of the administrative bodies of the A.E.I.,

g) supervises the organization and operation of the first, second and third cycle study programs organized exclusively by the Departments of the School or in collaboration with other Departments of other universities.

Schools of the same or another HEI,

h) gathers the suggestions of the Departments and their individual academic units for the needs

their human resources, infrastructure, equipment and resources and submits them to the Rector of the University,

i) supervises the procedures for the election and development of members of the Teaching and Research Staff (T.E.P.),

Laboratory Teaching Staff, Special Educational Staff and Special Technical Laboratory Staff of the School's Departments,

j) allocates the spaces and infrastructures of the AEI that have been allocated for the needs of the School to the

Departments, according to their educational, research and other activities,

k) supervises the proper use of all types of equipment in the academic units of the School, in accordance with the regulations for the use of equipment of the AEI and recommends to the AEI Board of Directors issues related to its maintenance or upgrading,

l) establishes committees to study or handle specific issues that fall within the

his/her responsibilities,

m) grants the leaves of faculty members in accordance with articles 157, for which the Dean is responsible,

n) draws up an annual report summarizing its work, which it submits for approval to the Dean's Office

and notifies the Board of Directors of the A.E.I. and

o) exercises any other responsibility defined in the internal regulations of the AEI.
